Safe Harbour: A provision of a statute or a regulation that specifies that certain conduct will be deemed not to violate a given rule.
Under Australia’s Copyright laws, educational, cultural, and disability sectors were not protected from legal liability where intellectual property rights were violated. In 2017 the Federal Government proposed changes to the Copyright Act to close these loopholes.
The problem? Safe Harbour regulations are dry and esoteric and difficult for the everyday lay person to understand. So what better way to raise awareness of the issue and the campaign around potential reforms than with a cheeky talking shark and real harbours to explain a technical subject matter in this call-to-action animation.
Following the release of the video, Australian Parliament eventually passed its safe harbour regime expansion, ensuring the sectors mentioned are protected from legal liability where they can demonstrate they have taken reasonable steps to deal with copyright infringement by users of their online platforms.
